NATO speaks – but does NATO act?

I understand that NATO’s defense ministers are backing General McChrystal on Afghanistan, endorsing his strategy that, among other things, calls for an increase in troops of at least 40,000.  I’m delighted to see NATO stepping up.  I assume this also means that NATO will be providing those 40,000 troops, and giving our troops a much-needed rest.
